Fax machine has dial tone but will not prisons. Ireland?

A friend a brother fax machine. It has a slot line and contact phone itself fax. When you turn known working phone, cable and it works handset hear "Dial Tone" but when I hang up the handset line remains open. I need to include line by fax to hang out online. If I just plug in the cable line, fax seems pick up line, I know that by picking expansion in another room. I've seen this problem before and I needed from the UK the Irish converter, I got a of these but it still does not work. I also have DSL filter on the phone jack on the wall. I tried number of different cables that all work other normal phones. I'm confused. So basically when you plug in the fax phone jack, it opens the line immediately.
