How can i return a computer on ebay if he says he accepts no returns?

I bought a computer off ebay and his title said "NEW" then in the profile it said refurbished NIB.

I got the computer and it has a washed out tag on the bottom that is the windows regietry number. The touch pad is stained, and i have been having lot of sytem issues and it keeps saying i shut it down incorrectly when i didn't. can i dispute this? i have tried talking ot him several times and he says he does not accept returns? plus the keys feel really loose/funny on the machine.

Contact PayPal (I assume you paid using PayPal) and open a dispute. The item was "significantly not as described." You will probably need to submit photos and go through a somewhat tedious process with a faceless middle man at PayPal, but you will likely get your money refunded if you send the computer back using a trackable shipping service.
